Some examples of purchases that grant access to these features are:
Adding the equivalent of $5 USD or more to your Steam Wallet
Purchasing game(s) that are equal to $5 USD or more from the Steam store
Adding a Steam Wallet card to your Steam account
Purchasing a Steam gift from the Steam store
(Receiving a Steam gift from a friend doesn't count)
Each Steam purchase total will be tracked in USD. If your Steam store's currency isn't in USD, it will be tracked and converted to USD automatically using daily exchange rates.
Not bots -- spammers, and other misconducts that can lead to accounts being shutdown.
The problem is very simple: if you get full access for free, then deleting a spammer-account will do nothing; they'll just make a new one and continue.

Valve is a videogame store; they want to sell games. People without money to spend aren't their main audience.
That's not to say you can't use Steam. A "limited account" is only limited in terms of community features; you can play F2P games just the same, or even games purchased elsewhere.
because steam is a shop shop shop
You can continue to use valve to play free games, just can't use all the community features.
Or you can ask for a PHYSICAL steam gift card for your birthday, or save up and get one.
