No, just buy a game and you should be fine.

The $5 minimum requirement applies to you buying a game/app from Steam Store.
Steam Wallet, Market or others (such as registering a game via CD KEY) does not count.

$4.99 is not $5 or more, so no.

Maybe there is something on steam for exactly 5,00dollars? And why on steam forums it says: "Adding the equivalent of $5 USD or more to your Steam Wallet." gain access to add friends
