slow download with 200Mbit connection
ok so heres the issue
computer 1 downloads at 20+ MegaByte/s and pc 2 only downloads at 5,7 MegaByte/s
both network cards are set to 1Gbit on a Gigabit network and my internet speed is 200Mbit down so i should have 20+Megabyte/s download on PC 2 aswell.
and both have the same content server so speeds should be the same.
i already tried a different NIC driver but still the same.

when i start downloading it seems my speedtest go's from 200Mbit to a silly 25 Mbit....when i turn off steam download the speedtest go's back to 200Mbit.....what could this be?

PC 1 23+- MB/s, PC 2 only 5,7 MB/s

I'd have thought that would be obvious; speed tests aren't magic, they work by going off and downloading something and measuring how fast the data comes in. If Steam's downloading at the same time, the speed test isn't going to be able to download as fast and so will report a lower rate.

the point is 5,7 MegaByte/s (steam) + 25Mbit (speedtest) still does not add up to 200Mbit. 5-6 MB is only 50Mbit that means im only using roughly 75 Mbit while steam downloads + speedtest of my 200Mbit. my other PC does use the full 23MegaByte. understand?

means there is some setting in my windows or NIC thats messing stuff up i should be downloading at 23MB/s just like the other computer.
