Money do not returned after cancel a recharge

I am a customer from China. After I paid 62.14 CNY for recharge my steam wallet via alipay in steam on 6th May, I found that it was not clearing in steam wallet, with words"being processed". Misunderstanding the trade, I canceled this order. But the money was in neither my steam wallet nor my alipay account now.
Please deal with this bug because I want to buy a TI5 pamphlet as soon as possible.
