Problem happened to me. I think I understand why. Since the 4k monitor has a higher resolution than the 1080p (4x to be accurate) the (about) middle area of your 4k screen where the notifications are popping up is the corner of where 1080p would be. To fix this I think you'll need to have steam open on your 4k monitor, not your 1080p one.

What does that mean? Steam isn't bound to a monitor and the notifications show up on my 4k monitor so if anything, my 4k already is the "startup" monitor for steam.

Bump, also having this issue. Explanations of Typh00n didn't help / fix stuff.

I'm having the same problem. I'm kinda assuming it's never going to be addressed since it still has not.

Do you use Nvidia GeForce experience to optimize your games? For some reason, it causes steam in game to render at whatever settings Nvidia set the specific game to run at, even if in game you adjusted the resolution.

Try changing the resolution in GeForce experience for the games in question.

It isn't for a specific game. It even happens when I get a notification when I have no game open.

You can select the default position of the popup by editing the file resource/styles/gameoverlay.styles in the Steam directory and searching for the Notifications.PanelPosition variable. Possible values are BottomRight, BottomLeft, TopRight and TopLeft.

Steam fixed it with some updates for me, but to EthicalPixel: It was an issue with screen scaling, even though you told steam to go to the lower left, it still would appear midscreen.

Scenario:
4K screen
Winodws scaled to 150% for readability
4k scaled 150% down to fit means an offset popup
Play a game at actual fullscreen resolution
Steam popup appears midscreen.

This is still a problem for me with my new 4k monitor. Really ♥♥♥♥♥♥♥ annoying, especially when trying to watch a video. WAKE UP, STEAM DEVS. All we need is an option to decide which display the notifications appear on. Simple.

Probably too late for any replies, but try this. Find the Steam.exe, right click > Properties > Compatibility > Check 'Override high DPI scaling behaviour. Scaling performed by: > Application
Then restart Steam.
