Help Red Ring/Circle showing whenever I launch GTA V or CS:GO
I just got a new rig and I've been experiencing a red ring/circle appearing in the middle of the screen. I'm not sure what it could be isolated with, possibly DirectX, GPU Driver, GPU Settings?

My video card is a EVGA GTX970 3975.

Looks like software is causing that, although I can't say exactly what. Try disabling anything that adds an overlay to games aside from Steam.

Is it always in-game or this within Big Picture Mode?

It's a feature of 3rd party software, such as ASUS Sonic Radar

Yes, it was the ASUS Sonic Radar that came with the mobo apps

Indeed, it is the SoundCard, which is installed with the sound driver on my card, SONIC SUITE 2. Disable the Sonic Radar Option.

If you're still having trouble with this, it may be because you have a "Republic Of Gamers" computer. If this happens, no need to go to Sonic Radar, just use the control stick on the back of your computer (or side), go to Game Plus, and turn that off.
