I cant Go offline.

It has been this for some days now. I am offline but it says i am online and it says so Even If i am not on steam with Any device. Please help.

Just to be sure then, I would launch Steam Client > go to Settings > Account > Manage SteamGuard > De-authorize all other computers. Please know this might then trigger SteamGuard even on your already trusted system after Steam Client restarts for this purpose.

Also know that if u ever use Steam via Browser and open the Steam Chat Window; or leave Steam open via Steam Mobile App; either of these will trigger to show that you are in fact "Online", whether u realize it or not.

Also, even closing out all of Steam, sometimes there is issue of network on Steam's end and you going Offline, might be delayed sometimes, but usually only by a matter of a few minutes or so; surely not hours or days.
