99% of those is either fake or scam. In better case they only fool people in order to gain traffic for their domain, in worst case they might steal information.

There have ben a few giveouts of free Steam keys (for a limited time), but those where legit sites with a good name and usually it involved a old or a failed game. (Chaos Domain)
Otherwise from life experience you should know that nothing is given out for free.

Sidenote: going arround the word filter and advertising a scam site might you get permanently banned from the forums. If Steam filter censors it then is not legit. So stop being greedy.
