All of the paid games will stay on your account, saves may or may not stay depending on whether they use the Steam cloud.
All the games you bought or were activated on your account will stay with you wherever you use your Steam client. But as DirtyFishy commented only the save files/progress automatically synced each time you leave said games are the ones that you don't need to backup as they're on the cloud. The F2P games that are deleted from your library once you remove it, if not synced to Steam Cloud, will have to be backed up also so don't forget them.

2a. Your save files may need to be transferred. If the game has the Steam Cloud feature, they will be automatically transferred. To check whether a game has Steam Cloud, visit the game's Steam store page and look at the right-side column, below the list of your friends that own the game.
2b. If the game does not, you will need to check where the game puts its save files, and then transfer them to the right place in the new computer. (Do a Google search for "[game name] save file location" to find this.) Some games save in your personal folder on the computer; some games save in the game subfolder inside Steam's folders. It varies.
3. Your configurations for your games will probably not be transferred, unless they are tied to your save files. So you should be prepared to change the settings again, if you have done that before.
