I have the DVD, Why does it want to download from Steam?
I am new to Steam. I just purchased a full game on DVD, so why does Steam insist I download the game instead of installing it from the DVD?

Because the DVD contains an outdated version and Steam requires all games to be up to date. It probably only downloads patches, not the whole game, unless it changed drastically.
In which case tell Steam to NOT require the updated versions of the game and to serve its customers instead of imposing it rules on them instead.

I have a dvd with the game on and I want to play it. I couldnt give a ♥♥♥♥ that Steam needs to update it. But I am left with a 2 1/2 hr wait whilst Steam pisses about.

I am going to search tyhe internet to see if there is some kind of Steam Blocking software out there. Anyone know what ports Steam uses?
What you are attempting to do won't work. You must be online for the install for the license verification. That also means it will always install the latest version available.
After that you can use the Offline mode to avoid later patches though.

It is because DVD versions of games that require Steam don't even have the games on them... They are nothing more than a Steam installer and a script to at least partially auto-register your game for you... DVD versions of games that require Steam are NOT about giving you an alternative to using Steam, but is instead about advertising and selling Steam to new users that are not using it yet, or, people like you.... Welcome to Steam. Now that you are here, you will find many AAA titles you could never have played before, because you are not on Steam.... Things like ANYTHING made by Bethesda orr Paradox Interactive.

My DVD contains all 8 GB of the game, but it installs 1 GB from the disc and then starts downloading the other 7 GB.

That's normal. The files on your DVD are mostly no longer relevant.
