NEED HELP WITH FAR CRY 4

I bought this game when it came out and have not been able to run it since, i have uninstalled steam, the game itself, and UPlay and no results yet. When I try to load up the game i get to the preparing to launch phase and then nothing happens at all. I dont know where else to turn, please help!

Games do not run after 'Preparing to Launch' When launching a game, the "Preparing to Launch" message comes up but the game does not launch and/or the message never goes away. (Link)

This, taken from the FarCry 4 sticky in the FarCry 4 Forum would be my guess:

5. Incorrect file versions for Net Framework, Direct X as well as Microsoft Visual basic C++.
You can download newest versions of these files directly from Microsoft (use Google). These files are also located in the games support directory, so you can reinstall from there as well.

You know what worked for me? Installing the game by running Steam or Uplay as Administrator (right click and choose run as admin...) then when you run the game after installing, always run it as admin. This fixed the problem for me and I've never had a problem with it since.

i have tried all of those except zargatze's suggetion
i will try reinstalling as admin

Right click a file to run as admin.

Also you might load the uplay from ubisoft.

This leads me to believe you may not have systematically and methodically tried all of the steps in Games FAQ.

have tried right clicking (obviously, that is how you usually run as admin but the option is just not there), i will try looking at the FAQ real quick
