problem with transferring an account

how do I get my previously saved game from one computer to the next and why is it not letting me re-download my dlcs?

What do you mean transferring account? Do you mean installing steam on a new computer because you cant transfer games or dlc from 1 account to another. You can log into the same account and transfer over the saves then re download any purchased games/dlc.

First, have you logged in using the same account? Second, many games use SteamCloud to transfer your saves automatically. If a game doesn't use SteamCloud, check out something like game save wiki or PC gaming wiki for the save location and transfer manually.

If the game has Steam Cloud, the saves are transferred automatically and downloaded with the game's download.

If the game doesn't have Steam Cloud; nor does it have any 3rd party cloud service for saves, you will need to manually back the savedata up and paste it in the save directory on the other computer.

DLC is downloaded with the base game by default; if in doubt, right mouse click the game and hit 'View Downloadable Content' and ensure that the 'Install' -boxes are ticked.

ok the old user of this computer already has the game downloaded so do I need to uninstall his version and saved games to get mine back?

If the Steam installation on that computer isn't too old, Steam will be able to use the installed files. Right click on the game, select Properties, and go into the DLC tab. Check the DLCs you want to download.

ok it says they're all installed but I didn't have an install bar or anything for the dlcs to the game. also my old saves aren't showing up only his are
