'Radeon HD dual graphics' says absolutely nothing to me.

Hold down the Windows -button, press R and type in DXDIAG and press [Enter]
Open up the Display tab and tell me the adapter's name.

Technically Assassin's Creed IV's minimum requirements has a bigger GPU requirement (GTX 260) than GTA5's GPU requirement is. (9800 GT)

So, maybe. Depends on the optimization, but most likely given that the game runs anywhere similarly to that of Max Payne 3; and supports integrated graphics.

If it runs, it will be a terrible experience. All of the "Next Gen" PC games are exactly that... "Next Gen". This means that your PC has to be some what up to date and comparible to the "Next Gen" console specs. This is unfortunate for a lot of PC gamers who do not have a lot of cash. A "Next Gen" PC can run any gamer a pretty penny. I have seen both the X box One and PS4 in action and to be perfectly honest... The graphics are completely amazing! A computer with the capability to run games at the same quality of an X Box One or PS4 would seriously cost around $2,000 or more! Up until recently, PC's have had the upper hand graphically, but you had to spend and arm and a leg to have the upper hand. Now you can spen $500 and play games that look just as good as any game played on a high end gaming computer! My suggestion to anybody who doesnt have the cash to spend on upgrading their rig to play these "Next Gen" games... Go buy a PS4 or X Box One. If it is only gaming your interested in, you can spend $500 and save yourself arond $1,500 and still have one helluva gaming experience.

What you're saying is not at all true. The Xbox One and the PS4 don't even run in FullHD, nor at 60fps. They generally run no more than 900p/30fps. A $300-400 PC could easily do that.

For example: My computer, which cost me around $1000 (for the base parts, factoring in upgrades and extra stuff it's like $1400), can run Skyrim at a QHD resolution, with mutliple graphics-enchancing mods, at a steady 40-50 FPS.

The argument that you need a $2000 PC to run games well is complete crap. I don't see any reason, right now, to spend more than $1500 on a computer. It's just not neccesary. Plus, a computer that can easily outclass and outperform a console can be had for less than $600.
