You will need to buy a game from the Steam Store; or have a friend gift you a game bought directly from the Steam Store.

You need a bought license on your Steam -account, yes.

One with the acquisition method of "Steam Store" or "Gift or Guest Pass" under https://store.steampowered.com/account/ or https://store.steampowered.com/account/ingame_transactions
