just uninstall norton, and Comcast "Xfinity" Internet service
Two updates:
1) I only needed to do this one time. Now that I completed a successful sign-on and turned the router's firewall back on I don't have the problem;
2) I never had the Xfinity program installed.
I caught a virus on my computer, and had to erase and reinstall everything. It was the first time I had to do a clean install of Steam in about 2 years, and this had been an issue for me for nearly a week.
