To get Steam Wallet funds you must do one of the following:

1. Buy a gift card from a store.
2. Add funds with a credit card or paypal.
3. Sell items on the market.

To use the market (buy or sell) you must buy or register a non-free to play game one month prior. 30 days after a purchase goes through, you can use the market, so long as you are not banned for misconduct.

Trading has no effect on the market.

Edit: I looked at your profile and the only game you have is Dota 2. So I suspect the "you've made a valid purchase" message is a glitch. You would have to buy something and wait 30 days to use the market.

You can add wallet funds at any time.

tnx a lot , that glith was wondering me , thank u , another question , can this none free game be a traded one ? for example i trade counter strike with dota items
I'm not entirely sure, but I believe you have to actually purchase a game, not trade for one.

Edit: Actually, I am very sure of that. My alt account cannot use the market because I have not bought anything on it in a long time, but I have "gifted" myself a number of times, and still cannot access the market on that account.
