What is the purpose of backing up a steam game file?
If one of my games saved data gets corrupted and I previsouly backed it up will it go back to normal?

what else does it do? And how do I recover it if my save file does get corrupted?

Well, usually when you back files up, you save them to an external HDD or a USB memory stick, that way you can just plug it back in in the event of corruption and continue from your last backup.

Not if it's a game save. Game saves are typically excluded from Steam backups. The only time save files are backed up is if the game supports Steam Cloud, and even then you usually can't retrieve an older version of the file in case the new one is corrupted.
