What does consume 10-20% in idle?
You've got a problem then, if you're not running any programs, your CPU usage should not be 10-20%. Even with Steam and LibreOffice open, I'm only using 1% CPU.
the usage dropped drastically. i haven't checked with explorer.exe problem but the major problem has been solved. thanks man
airmikee/sorry if i mislead you. i said that to prove steam is the process using so much cpu. i have a lot of chrome turned on and some miscellaneous stuff running

some processes turned out to be ati drivers and one called imagesaferstart. i googled it and found out that it's some kind of drm/copyright related program. it's a program you would be used to if you were in korea and want to do some internet banking or you know things requiring high security levels. people say it is a ♥♥♥♥♥♥ program and may have interferences with other programs
