Slow Speed stuck at 64KB/s
So this just started recently and I read a post by a fellow steam player and I'm unsure if he fixed it. I'm posting it here because it basically what I'm experiencing and its horrible. I used to download at over 100 Kb/s just last week when I was downloading Hawken, it got stuck and dropped immensely to 64 Kb/s and it has stayed there and not changed. It either stays or drops.

This is the article that I’m referring to, same thing. I have not found a way to fix it. Not sure if the author has. Yes I’ve checked my speeds and they are pretty good. Download: 20 + and upload: 3+. I’ve changed my region multiple times (more than twice) and nothing. I live in the Denver region. Again, I had no problem until last week. If anyone has found a solution to this, let me know please.

I use windows 8.1, no recent update.

pc specs?

if the hdd is slow, it can take time for steam to allocate the files before downloading (populating) them

Sometimes the part when it says "Preallocating Drive Space" I find it does sometimes go "out to lunch" and in this case; cancel it out. Wait a few seconds and then try to install again.

Already tried these options guys, still the same :/ it sucks because it was runing fine, my downloads got done in less than one hour. All of a sudden, I was downloading Hawken, stopped mid-way then went down to 64Kb and it's been like that ever since. I deleted all the files pertaining to Hawken. Though I dont believe it was the games fault.
I've also tried different regions outside the US and same problem. Goes up for awhile then goes back down to 64Kb

update: I switched my region to Mexico and the speed got pretty high (up to 1.1 M) stays there for a couple of minutes, then it decreases down pretty fast.
