Missing executable, Verifying Cache just makes the game constantly say "update required"

I just bought Aerofly 7 and got t he missing executable error. I went through the list of fixes for this and nothing worked. When I verify the cache, that game constantly needs a 4mb update, no matter how many times I update it. I went through the list of every fix for this update problem as well. I deleted everything in my Steam folder other than Steamapps and Steam.exe and the problem still persists.

I've gone through this guide as well as the one for fixing the verification issue and neither work. Also after reinstalling several times, the game wont even install anymore. It downloads to 100%, then the game remains greyed out and there's no files in the Aerofly folder in Steam
