I can't buy DayZ SA!

I'm trying to buy DayZ Stand Alone, but it keeps telling me that an unexpected error has occurred, and to contact Steam Support, but I think there's a simple solution rather than calling them or waiting forever for an email response.

I'm using the balance on my PayPal account, which has all the correct billing info for my house and is has my debit card attached. It has $45 USD on it, and the game is about $32 if you include tax, so I clearly have enough. I cleared all my internet history, cookies, etc. I flushed my DNS, changed my MAC address, restarted my router and modem, tried a different computer and my phone, but nothing seems to work. Is the Steam Market down right now, or is it just me?
