Can I move my Games folder from an old windows to a new one?
I dont want to have to redownload, is their a way to just transfer the games from my previous windows (windows old) to my new one?

You should be able to, yes. Just copy the SteamApps folder to the same location on the new computer. I believe save files might be held in a different directory though, so I would confirm that so you don't lose all your progress.
