"Item drops are now entirely time based instead of level based." What does it mean?

Are item drops based on the time duration of the games or the number of hours a player plays? Please someone clarify it. I'm confused...

I have played more than 60 games after the patch n i still havent got anything i dont understand how long its gonna take

If you mean trading card drops, they are dropped by the amount of time you have the game running. It usually takes about three hours to get 4 cards to drop. You can just start the game and pause it, You don't have to actually be playing the game. As long as the game is running the cards will drop.

He's talking about a recent update to the DotA2 drop system. Pretty sure the intent of the change is to make common "garbage" items drop less often so that their value isn't so ♥♥♥♥♥♥ anymore.
