For instance, let's say you have only Civ 5 base game and Denmark - The Vikings. In this case, it comes with a scenario called 1066: Year of Viking Destiny. This will give you a certain goal to achieve, each scenario is different. Aside from that, you can play a casual game as the leader of the Vikings and make you're own path.
Each DLC adds to the scenario's or leaders, the larger ones, such as Brave New World and Gods and Kings actually change some of the mechanics of the game and the way certain scenarios are won.
