Can't download or update games

Hello everyone

I already did some research for my problem and tried manythings, but nothing works. The thing is, everytime I try to download games, I get a "can't connect to steam servers" error message. Updates won't launch either. Also, anything that has to do with online on the steam program (shop, steam workshop, ect...) won't appear and the page will show error code 130. When I go to my library, instead of showing a screenshot of the game in the background, it goes black with some color at the top.

So far, I tried:
- putting -tcp in the shortcut properties
- changing download area (I live in France, I tried Germany, Canada, US)
- unchecking "proxy server" in local internet parameters but it keeps checking itself after I apply changes and closes the window
- deleting everything except steam.exe and steamapp folder then updating

None of it worked, it's been one month now. I can still launch steam, play my already installed games, play online and chat with friends but everything else just won't work. For more details, I live in a youth hostel, meaning that I can't access the router. Managers here can't access it either, but I made them forward an email asking if ports were blocked, the answer was simply "Hello, all ports are free." and nothing more.
Two months ago, we finally had fiber installed and dowload shifted from 200ko/s to 2 mega/s (holy cow, not used to download this fast) but one month after that, couldn't access anything like stated up here. Before this change, I couldn't access anything without using a proxy (using a program called FrozenWay) but even that won't work now.

So, if all ports aren't blocked, what could cause that? My firewall is disabled so it should be something else. Or maybe thay lied when saying nothing's blocked, I don't know. Still, if some of you have any idea what could cause this and how to fix it, it'd be really helpful.

Based on your description, you have the same problem as me. Sadly, I can offer no help beyond eliminating your router as the source of the problem.

Okay, at least that's a thing I can pretty much be sure of. But giving the number of responses I didn't get so far, I think we won't have a solution anytime soon. Thanks anyway.

Up. I tried more things, apparently I can't update avast and adobe flash player. I tried to uncheck the proxy settings in my local internet parameters, but it just keeps checking itself again right after. I don't know if it's related but I think there's a chance it is.

I do recall the proxy settings checking themselves upon close occurring with someone else that had steam issues, but that was on a thread that was closed two years ago with no resolution posted.

Gotta love troubleshooting on the internet. Best bet may be just to contact Steam Support and see if they can help out.

Iname: yeah, well, the few times I asked them something, not only it took ages to receive a response but in the end they were as powerless as I was.

UP AND SOLVED. Found the solution (at least for steam, flash player and avast still won't update but hey, at least one's fine) and I think maybe it'll help Iname, Genocidalpluto and any other who encountered this problem.

So, the issue was definitely comming from the proxy settings of the local parameters. The proxy box just kept checking itself and I rejected the idea of an infection since my last Avast scan BUT, it was indeed an infection. I ran a software named malwarebytes and it found hundreds of malwares. After getting rid of them, restarting the computer and unchecking -for good this time- that proxy thingy, steam returned to it's good ol' self.

I hope this will help someone in the future.
