My market and cd key registration is locked until further notice. Could this be caused by using a different credit card on my account?

No. Have you submitted fake SSN information to bypass the Community Market's 200-sales limit? There has recently been a bunch of suspensions for this. You can also check this out for a list of other possibilities: Steam Support > Suspended Steam Account

You'll need to contact Steam Support for a definite answer. You can contact Steam Support here. You will need to create a separate Steam Support account in order to submit a ticket.

I submitted a ticket yes and I did use a fake ssn because I didn't have a copy of my ssn at the time.

Then that's why you were suspended. You'll have to wait for Steam Support to respond for instructions on regaining full access to your account (if that's even an option - tax fraud is quite serious).

Submitting a false social security number or other tax info would probably be considered as fraud.

Currently there is no limit on the number of transactions you can participate in. For purposes of calculating the number of sales you have made in a calendar year, all of your accounts will be treated as a single account.

It's hard to believe that someone could forget their SSN.
Steam account and credit card fraud?
So my account was temporarily locked for "credit card fraud" even though the only credit cards used on my account were my paren't and cousin's as far as I know. Is there anyway to check the credit cards used on my account so I can see if any other credit cards have been used?

Neither do I but it seems the community is faster at replying to problems than Steam Support. It took them two+ weeks to respond to my original question and now I have to wait two weeks again.
