Am I allowed to upload music from other media to Steam workshop?

I wanted to upload a music replacer for Skyrim from Game of thrones but am I allowed to do this provided I take no credit for myself and announce that all rights belong to their respective parties?

It's just for other people's enjoyment and entertainment.
