A message should appear and will tell you why you can't purchase the item.

And how to enable Steam Community: Steam’s Steam > Settings menu and selecting the In-Game tab. Then check the Enable Steam Community In-Game checkbox.

you cant buy at the community market purchase something at the store then you have to wait atleast 15-30 days after you bought something..just to make you a legit buyer...patience

It the message says that you need to have purchasing something that is older than 30 days, but not older than a year, then yes. You can use the market after 1 month.
