Just contact support and wait for the reply. Note that you might not get your items back. They are not required to return items.

Please don't type in all caps when you make your next reply.

Let's get some basic details;

What did you trade?
Was this a one way or two way trade? (One way means everything was done in the trade window, two way means an outside source was used, such as real money, etc.)

That's tough, man, but there isn't much Valve can do since you agreed to the trade. Lowballing isn't against Steam's Terms of Service. Straight up scams like offering real money for items would be something they'd look into, but if the whole thing happened within the Steam trade window they won't do anything since you agreed to the trade by clicking the green button twice acknowledging the trade offer.

Soo..you all mean that a scammer? can still cheat to other player? This cheater must face consequences..its not all the time, they can do what ever they want..they must be punish. its not matter what i spend money..its a matter of valuing what we have.

Sorry to say, but if it was a one way trade and you hit the accept buttons, you're considered responsible for the resulting trade. Valve/Steam staff cannot do anything about this for you.

Always check all items you are trading for are present in the trade window before clicking accept.

Well, you can report their profile for attempting scams, and it can result in a trade ban for them.
Steam doesn't even care situtation of player who was scammed! I must act by myself. even a little help just to informed players and trader to beware some of those scammer/cheaters. I was posting some of names and aliases of those scammer in my profile. just to informed my self and the players who are in a channel. by posting to view my profile for them to beware. Please take a look of my profile for some scammers in DOTA2. thank you and have a safe trading!

You'd probably be better off posting in your native language, as that makes no sense at all in English. (Now I know how you're getting "scammed".)
