At least that's how it's worked for me when i've bought 2 Packs or 4 Packs of games.
You cannot do it as a "gift" though, you just have to buy it normal... (so there is no way to get "both of the 2 Pack" into your Inventory, if that's what you're trying to do).
I want to give someone a copy of this game and then they give me a specific thing they have
Im sure that THIS person will not back out of the deal
Now, there is a trick to buy such packs as gifts, but it usually doesn't do what people hope for: they will get one item in their inventory, which adds one game to the account that redeems it, and the remaining items as gifts on the same account.
There is no way to get all games from such a pack as separate gifts.
