However the GTX 750 is technically newer and the energy consumption is less as half - only 55W for 750, 65W for 750 Ti and 140W for 660.
Basically the 128bit is what limits the card, nVidia didnt wanted to have a way too cheap powerful gaming card. Also with higher memory interface the consumption would be much higher. But hands up, the performance ot those cards is still unheard of, for mere 60W cards.
If you get a good price, get a 660. Otherwise buy a 750 Ti or save up for the GTX 970, if you want serious gaming.
Is better in power consumption and has lower temps. But in pure gaming power the GTX 660 is performing still better.

You linked a review from 2013, which was based on pure assumptions, cause the GTX 750/Ti was released only in spring 2014.
Don't give random google links if you have no experience with hardware yourself.
But thinking about a GTX 660 with a 350W PSU is mere utopia, it would make your PC crash inside games for not having enough power.
Yes, the 750 is better, BETTER FOR YOU, unless you don't plan to buy a new power supply too.
