Some issuers will return a high risk for fraud score to the vendor if you attempt to buy from a other country than the card was issued.
Also make sure you dont have any fraud settings on the card. For example, in my account I can set my card to reject payments made in certain countries, also I can set limits on online purchaes.
Another reason can be that your card is issued in a country which have a high fraud rate, why Valve has blocked the country. Another reason can be that your purchasing habits differ too much so the banks anti-fraud scanning system do always flag your transactions as high fraud risks.
The reason your bank scans your purchasing habits is to protect YOU, eg, if your card is stolen, the purchasing habits of the card will rapidly change (pruchasing habits is something personal, for example, I never purchase jewerly. If I would purchase a gold ring today, my bank would immediately block the transaction and call me. Becuase the bank know that I never purchase jewelry and thus the card must be stolen), and the bank can detect that and requst additional verification.
Another reason is that your AVS information does not match your billing address exactly. Make sure that you use the exact same adress as it appears on your card statement.
Eg, if your adress is "s:t peters street 5A Apt 7B" dont write "Sankt Peters Street 5A Apartment 7B". Write the adress EXACTLY as it appears on the statement, including correct captiliaztion.

Meh nevermind i'll just stick to buying the codes from the local game store. Doing it online is clearly broken for me.
