If you try to use that Paypal -account on say, Humblebundle. Does it ask for the verification there?
Just curious to see if it's Paypal -side or Steam -side, and Humblebundle for certain doesn't require a creditcard verified Paypal -account.
Unverified Paypal works for me on Steam, which suggests it's not an issue for everyone, it worked on my alt. too, which means neither does it affect only new users. This only makes me wonder if it's Paypal -side; or a geolocation -based thing.
Just went to humblebundle. Did not ask for credit card, it even automatically converted euros to dollars.
I wonder if it's a geolocation thing then.
Anyone you know in real life who could try and see if they have the same result?

So basicly when you choose payment option instead of "my paypal" which takes your saved paypal information, go to just "paypal".
Then untick the little checkbox which says something along the lines of: "save payment information to facilate future use" (free translation, don't expect the wording to be the same)
When i did that it used my paypal balance instead of credit card again. Hope that helps.
