Steam Downloading Issues
I have a 100 mbps fiber optic connection to the internet. Any other program or browser I use makes full use of my internet's download/upload speeds (generally around 12 MB/s). However, whenever I try to download anything from Steam, my download speed generally caps at 1.1 MB/s. The downloads generally start at 1.1 MB/s and then slowly degrade over time to go down to ~50 KB/s, then go back up and down. I have a friend who uses the same ISP as I do and he has no issues downloading from Steam whatsoever. I've tried restarting the router and I've tried switching Steam download servers, neither of which have worked. Does anyone have any idea why this is happening to me or what I can do to fix this?

Does your friend also use fiber optic or do they connect via other means? Some ISPs throttle traffic on certain kinds of connections, so it could be that they're throttling Steam's traffic on fiber optic. Another cause could be whatever firewall/antivirus you're using; maybe it thinks that the traffic is an attempt at a DDoS, or trying to connect to a botnet, or whatever, and throttles it.

Do you have access to another computer you could try with? Preferably one without all the antiviruses and whatever stuff you have on the one with the problems so you could see if that changes anything.

I would say the problem is not on Valve's end, though, as I get reliably around 21MB/s all year long.

We both use Consolidated Communications' fiber optic. So there's no difference in how we connect. I've turned off the anti-virus/firewall and it doesn't improve it. I could try uninstalling the anti-virus software and see if that works. I'll give it a try and see how it does.

Update: It was my anti-virus software. Stupid McAfee... It's working fine now. Thank you for the help!
