How to merge two different steam libraries?

So, I had to make another library as my old hard drive's partition was full.

Now I have a new hard drive and would like to merge my existing 2 libraries..but I am a bit worried about my existing download queue as some of them are residing in the first library others in the 2nd one.

So, can I merge these two libraries without loosing the download progress of each of the library?

UPDATE:
It's not 2 different steam accounts; it's just 2 different steam's game storage locations for the same account.

Family Sharing is the only way (and this will exclude anything with 3rd party DRM.)

You cannot combine two accounts into one.

lol it's not two accounts; it's two different steam game locations

Steam/Settings/Downlolads/Steam Library Folders button. Point it to the folder above SteamApps on the old install.

can I cut/paste this onto my new partition instead? and then do this?
i.e. locate both 2 steam download folders?

1st folder is on the new partition and the 2nd folder is on a different partition.

You can make the folder via the settings; then drag and drop the SteamApps -folder there.
