Steam Fatal Errors
I'm currently using my web browser cuz i can't get online on my steam program on my dekstop it says this when im trying to log in: #Steam_Account
#Steam_Login_Password
#Steam_Login_RememberPassword
#Steam_Login_BTN
#Steam_Login_Cancel
and when i click log in it says: Error: Steam Fatal Error. And then i click ok then it loads 4ever not even loading! HELP!!!!!

If the error is Fatal Error: Steam needs to be online to update:

1.Hold down the Ctrl and Alt keys on the keyboard.
2.briefly press Delete and then release the other keys.
3.Click the Task Manager button.
4.Select the Processes tab.
5.Right-click and select End Process for any instances of Steam.exe which are listed.
6.Start Steam.
Didn't work.

Exit Steam and delete everything under the Steam installation directory except Steam.exe and the \SteamApps folder - then start Steam using the Steam.exe application in this folder (not a previous shortcut) - this will force Steam to update when you log in.

Warning:

Edit only the Windows registry key specified - editing some Windows registry keys may damage your computer's operating system or cause unpredictable behavior.

Ensure that Steam is not running (close any error dialog windows).
Go to the Start button and select Run....
Enter regedit and press OK.
Navigate to the HKEY_CURRENT_USER\Software\Valve\Steam registry folder.
Locate and double-click the Language registry key.
Enter english in the Value data field and click OK.
Start Steam.

If that still does not work, check this article:

If that still does not work, then you will need to register a support account and open a ticket.

Should i reinstall steam?
It's the folder you installed Steam to. Assuming you did not change it from the default, it will be something like C:\Program Files\Steam or C:\Program Files (x86)\Steam.

Changing it to default what do you mean?
Unless you tell it to do otherwise, Steam will install to C:\Program Files\Steam or C:\Program Files (x86)\Steam. That's the Steam folder.
