If the error is Fatal Error: Failed to load platform modules:

2.briefly press Delete and then release the other keys.
3.Click the Task Manager button.
4.Select the Processes tab.
5.Right-click and select End Process for any instances of Steam.exe which are listed.
6.Start Steam.

If that still does not work, then you will need to register a support account and open a ticket.
Refreshing Steam with the instructions above should solve any problems reinstalling would solve, without making you download your games again.
