Game, System Req, Money back?

I have: The witcher 3 Wild hunt From Steam.
Before i Buy a game i always check the System Req. The witcher 3 have this Req

Processor: Intel CPU Core i7 3770 3.4 GHz / AMD CPU AMD FX-8350 4 GHz
Memory: 8 GB RAM
Graphics: Nvidia GPU GeForce GTX 770 / AMD GPU Radeon R9 290
Hard Drive: 35 GB available space

My System.

OS 64-bit Windows 7
Processor: Intel(R) Core(TM) i7 3770 @ 3.40 GHz
Memory: 16 GB RAM
Graphics:AMD GPU Radeon R9 290x (4GB)
Hard Drive: SSHD 2TB - 1,81TB Free space

I have all the Item's to play this game on Ultra.
When i put the setting's on ultra The game is weird Like it's lagging
When i put it in high. it is still doing the same as the ultra.

i can play this game on medium -_- i didn't buy this game to play it in low resolution.


I hope there is a way to get my money back. or trade it for another game.
because the game says that this is the requirements,
I have everything i need to play in ultra/high setting's
I have the latest update's from microsoft.
My driver's are all the latest version so updated.

I hope we can solve this problem.
