Once you've added $5 or more; you'll have a 7-30 day market restriction before you can even trade.

Your first achievement dates back to yesterday's. Presumably a retail copy activated yesterday therefore. More details needed if disagreement. Also, was it a Steam Store bought copy, you'd have this badge: http://steamcommunity.com/profiles/76561198137620093/badges/13
Either way,
- Adding the equivalent of $5 USD or more to your Steam Wallet
- Purchasing game(s) that are equal to $5 USD or more from the Steam store
- Adding a Steam Wallet card to your Steam account
- Purchasing a Steam gift that is equal to $5 USD or more from the Steam store (Receiving a Steam gift from a friend doesn't count)
