Someone please help me

So earlier today I bought a steam key from MMOGA for Borderlands: The Pre Sequel, redeemed it on Steam and downloaded it, no problems. The download completed and I tried to launch the game and the prerequisites for the game automatically downloaded then the game tried to launch and failed. So I clicked play, again it failed to launch. When launching the game it said something like 'Preparing to launch game' in the dialogue box but then it would disappear and nothing would happen, the game just wouldn't boot. After hours of uninstalling and re installing Microsoft Visual C++ files, Direct X and a bunch of other stuff, it still will not work.

So after doing all of that I decided to see if the game needed to be updated, so I checked and yes it does. I started the update but an error pops up about a second after doing so; 'An error occurred while updating Borderlands: The Pre Sequel (Disk write error)'. So I looked around searching for an answer and tried a bunch of different stuff, check disk on the hard drive, installed the latest NVIDIA update, changed the UAC to the lowest possible setting, removed temp files, reset the permissions on the hard drive, verified the integrity of game cache and there's probably more that I tried but I can't remember what, all to no avail.

Also since trying to update the game, the BorderlandsPreSequel.exe file from the borderlands folder in the steam steam folder has disappeared and the verifying the integrity of the game caches now reports back '1 file failed to validate and will be reacquired'.

Before the file just disappeared, trying to launch the game through it would bring a different error 'the application was unable to start correctly (0xc00007b)'.

I'm running windows 8.1 with a GTX 750 Ti and Intel i5 4460. It's a new computer, only a few days old and this is really starting to annoy me, Skyrim works fine.

Someone please help :(

If files are going missing, and verifying doesn't make them stay, it's possible software on your computer is removing/quarantining your game:

Did this and it seems to have fixed the updating error so thanks for that but the other error has returned. The game doesn't launch from the steam client and 'the application was unable to start correctly (0xc00007b)' appears when ran from inside the borderlands folder.
