Steam logged into 2 computers voice chat issue

So I had this issue back in January, I was visiting family up in Canada and left my steam account logged into their computer.
I wasn't able to use voice chat, it would show the blinking red voice chat icon.
I fixed it by having my cousin log me out of his computer, I then changed the password so it wouldn't happen again.

Just today I go to voice chat my friend and its doing it again. No clue why, I havent signed into any computers or got any steam guard emails...

On saturday I took my PC to a friends house and played, normal, then today I downloaded the steam app on my Tablet, and now it wont let me use voice chat. I uninstalled the app and logged out from my mac. No clue what to do.

Does steam have an option that allows you to logout of all computers?
I changed my password and that didnt work.

Try this: open Steam, click Steam > Settings > Manage Steam Guard Account Security > Deauthorize other PCs. Not sure if it will work or not. Also, if you use more than one PC, they will have a new device restriction (can't use market or trade for 7 days) on that device, starting the next time you log in on that device.
