Is it possible to make screenshots on steam in .png?

You can choose "Settings > In game > Save an uncompressed copy" to save a compressed JPEG and an uncompressed PNG. But for some reasons, Steam sometimes saves them to different folders, so you maybe have to search for the folders with the PNGs.

It works. Steam saves them to %userprofile%\pictures by default.

I've done that, but then disabled the option and deleted the file I chose for the local. Now when I enable the uncompressed copy option it doesn't ask for a location for the copy, and of course I can't find any PNGs.

For me it turns the uncompressed image into a .tga

You can always print screen and format them in to whatever format you want with gimp (free) then upload them as artwork if the options aren't doing it the way they should for you.

False. Print Screen works in any screen mode.
