Why I became a limited account again .. while I 've been top up wallet RP 90000 and buy games on Steam for RP 9199
please explanation

No idea what RP is, but you have to spend 5$ to unlimit your account. Depending on how cheap your currency is, its entirely possible that you're below the threshold.

The rules changed last week where users need to spend $5 or your currency equivalent in the Steam Store. This has seen users who were previously unlimited, become limited once again because spending a few pennies to access all features wont suffice with the new rulings in place. How do I gain access to these features?

You will need to spend at least $5.00 USD within the Steam store. Some examples of purchases that grant access to these features are:

Adding the equivalent of $5 USD or more to your Steam Wallet
Purchasing game(s) that are equal to $5 USD or more from the Steam store
Adding a Steam Wallet card to your Steam account
Purchasing a Steam gift that is equal to $5 USD or more from the Steam store (Receiving a Steam gift from a friend doesn't count)

Each Steam purchase total will be tracked in USD. If your Steam store's currency isn't in USD, it will be tracked and converted to USD automatically using daily exchange rates.

From what I gather, you're just suffering from the Wallet code bug (which is odd considering you didn't add it that recently. but XML API does state you're limited; and your level suggests you were unlimited before.)

Your currency should be worthy of more than $5 too; unless major currency devaluations have happened in the past.

Wait.

If you don't want to wait for the bug to get fixed, add $5 worthy of money; or buy something from the Steam Store with a creditcard or via a bank transfer.
