No, the friends who can add you are unlimited and they've sent you the friend invite. That's what.
Limited users cannot send friend invites; but they can still receive them.
The ID number you're talking about is probably the URL, if your friends couldn't find you earlier.
That's togglable in Steam > Settings > Interface > Display Steam URL address bar when available.
I recomend you to look for a cheep game, put some money on steam, and buy the game.
- Adding the equivalent of $5 USD or more to your Steam Wallet
- Purchasing game(s) that are equal to $5 USD or more from the Steam store
- Adding a Steam Wallet card to your Steam account
- Purchasing a Steam gift that is equal to $5 USD or more from the Steam store (Receiving a Steam gift from a friend doesn't count)

And it's not a FEE for just adding friends. It's also Steam's way to avoid troll accounts that can add freely.
