It's usually a matter of the aspect ratio.
On Nvidia
Display > Adjust desktop size and position.
No scaling
*tick* Override the scaling mode set by games and programs.
Use a resolution in the game that's smaller than your screen's native resolution.

To be clear, the default resolution of my LCD is 1366*768. I want to play my game in 1280*720 resolution, of course with the black bar around. I did exactly as you said, but the result is a full screen games !
I think the reason is both of them are16/9.
If I change to some resolution of other ratio like 16/10, 4/3, It's work, but not as I want !
I have tried all 3 options, maintain aspect ratio, centered timing, scale image to full panel, but the results are always the same !
So any solution ???
There may be a different setting for how the monitor displays it.
