I can't verify my MasterCard (Ininal Card) HELP MEEE!!

As i said in the title im trying to verify my master card but everytime im having this error "Your bank refused one or two shots.If you resolve that issue with your bank,then you can try again" What is this? and How can i solve this? please i really need help. Everytime i have to wait 5 days for using Community Market.I have ticket to Steam and i have ticket to my bank and both of them didn't return me.I don't know what should i do.I really need help.

Are you using the same card every time and storing it as the default payment method? Not all banks support the temporary authorization charge system.

Yes im using same card every time and this is new card i bought it a few days ago.I was using this method,same method with same bank but not same card in my old account "Eladrielas".And i never waited for purcashe something from community market with my old account.I don't understand "SAME METHOD / SAME BANK / SAME THINGS" but when i'm charging money in my wallet Steam says "You have to wait 5 days for purcashe something" this is boring.
