Problems connecting to steam | Proxy | Resinstall | Refresh | [FIXED]
OK well yesterday i had my cpu overheat and shut down on GTA5 and when i got booted back up some windows setting changed, the main one that will give you problems is your proxy settings for some reason my windows turns it on and will give you problems if it not set up correctly

you can run in to:
having problems logging in it will connect after a couple tries

cant go to store, community, or profile

your friends list will work but you will be missing half if not all the profile pics for your friends

and you wont be able to download anything the downloads will stay at 0 with no download rate

How to fix

  1. right click your "network icon" in you task bar next to you clock it will look like a monitor with a trident type symbol on it and click "Open Network And Sharing Center"

  2. then click "Internet Options" it located at the bottom left corner of the window that popped up

  3. In the internet options window select the Connections tab and then select LAN Settings at the bottom of the window

  4. under the LAN Settings your ill see a selection called Proxy Server under that you should see a check box that is checked saying "Use a Proxy Server for your LAN (These Settings will not apply to dial-up or VPN connections) go and Uncheck that Box

  5. Now click ok once that window closes then click apply on the previous window then ok

and now all the windows are closed go and try to go to the steam store page (thru the client) and see if it loads if so then restart steam to fix everything else

(Reinstall steam) -JayceM http://forums.steampowered.com/forums/showthread.php?t=2251720
if you dont have those proxy settings turned on then you might check for virus's and spyware

you can also try to reinstall steam that has work for other do this

go to your steam folder (ex. C:\Program Files (x86)\Steam)

the delete all but the following:
  1. Steam.exe
  2. SteamApps (this folder has all your games)
  3. Userdata (you can delete this folder but some games not all will have there save file here but if your not worried about it then i would delete it as well)

(Refresh Your Steam Files) https://support.steampowered.com/kb_article.php?ref=3134-TIAL-4638

Windows XP/Vista/7/8
  1. Completely exit the Steam client.
  2. Open the run dialogue by pressing windows key + r (you can also navigate here from the start menu by typing run).
  3. Type steam://flushconfig then press enter. (If asked to allow this website to open a program, please click Allow or OK).
  4. Restart your computer.
  5. Now, launch Steam directly from the installation folder, not from a pre-existing shortcut (~C:\program files (x86)\Steam).
  6. The Steam application will either appear as Steam or Steam.exe depending on whether your settings show file extensions.

  5. Restart your computer.
  6. This should remove and download new Steam files for your Steam client.
  7. Launch Steam and re-test the issue.
