steam repeatedly pausing downloads (Fixed)

My steam application on Windows 7 repeatedly pauses my downloads after a few seconds and sets a time in 5 min for it to start downloading again. It keeps pausing its self.

I've tried:

deleting steam
Looking at the log files and not finding any errors
completely wiping steam from my system and re-installing it (many times).
My internet has 50mbps download speed.
Other computers in my house download on steam fine, it is only my computer.
changing download region

Looking for solution with out completely wiping my computer yet.

Do you think a fresh install of windows and a clean wipe of hard drives will fix it?

Ive enoutered this aswell lately. None of my settings have changed and its only just started to happen since yesterday. Really annoying as im currently installing GTA which is 60gb, so i cant just leave it to download as it keeps reschedualing the DL for no reason.

Unfortunatly no fix yet ive just been manually resuming the download when i see its stopped.

Does it say its writing to disk?
Otherwise the only "solution" is changing download region.

I have tried changing the download region multiple times and still no fix, the only fix i can think of is reinstalling windows. Even then i dont know if it will fix it cause it might be Steams probluem.
