That was only for the decryption process with the pre-loaded content. It would keep the encrypted files; and decrypt in another location therefore doubling in size until decryption was finished.
60GB is enough now, as it won't even download the encrypted content.
GTA5 is 60,6GB uncompressed; the download is 59.1GB (compressed) I believe.
As for the second question:
Yes, you can.
There is no way I can download/install in C partition.
Last question, which payment option should I select? PayPal (I have PP a/c) or normal VISA? I mean I know that there will be a slight extra charge for PayPal but is the same applied for VISA too?

One more thing, say if I transfer (cut, not copy) the whole download folder (59.1 GB one) to my external drive, and then can I install the game from that drive?
Anyway, I was told that I would get one or two updates after installing the game, a 700 MB one and another 5 GB one later, I didn't get either.
Pre-load was encrypted and downloaded to depotcache and was decrypted to SteamApps; so at 99.9% it would be around 120GB; then removing the encrypted content once finished.
I actually said this in #3.
Anyway, is there any way to get rid of this? This happens every time I launch the game! Really annoying :(
