No, CS:GO isn't adequate.
I watched a video and this IS legal so all you need to do is download the textures :)
You have been given your answer.
But you don't need it anymore to play Gmod. It adds a few texture things, nothing else.
CS:GO is Source based regardless of the engine's revamp.
Garry's Mod doesn't use Counter-Strike: Global Offensive's textures either way.
While you can play Gmod without any Source -game, some multiplayer gamemodes require them for textures. So it depends entirely on what OP wants to do in the game.
