Steam won't let me start a chat
I've bought Fallout New Vegas and the Classic collection, so being a limited user shouldn't be a problem. When I try to invite a friend to or join a group chat it pops up saying "Steam Community - Invite To Chat - Your account does not meet the requirements to use this feature."

I'm having the same problem, Steam would let me add friends at first, but then I suddenly became a limited user. I have bought stuff on the store, if you were wondering.

With the recent changes to the Limited User system, there may be bugs (that will be corrected) or time delays in the system.

When you say you have bought stuff on the store, how much, and what have you bought?

OP, you're not limited.

Does this issue happen with all the friends you've got; or just one?

How do I gain access to these features?
You will need to spend at least $5.00 USD within the Steam store. Some examples of purchases that grant access to these features are:
  • Adding the equivalent of $5 USD or more to your Steam Wallet
  • Purchasing game(s) that are equal to $5 USD or more from the Steam store
  • Adding a Steam Wallet card to your Steam account
  • Purchasing a Steam gift that is equal to $5 USD or more from the Steam store (Receiving a Steam gift from a friend doesn't count)
Each Steam purchase total will be tracked in USD. If your Steam store's currency isn't in USD, it will be tracked and converted to USD automatically using daily exchange rates.

I bought 2 items from the Steam store, and they were Terraria and Portal adding up to $20.

Yesterday one user reported it taking a half an hour to update him to a non-limited user.

I'd imagine the new system that is checking prices and amount spent on your account, it may be doing periodic checks rather than constant monitoring.

I have the same problem... I can't open up browser chat. I don't know why! It's really annoying; I'm level 17, and I have 21 games!
