When you say you have bought stuff on the store, how much, and what have you bought?
Does this issue happen with all the friends you've got; or just one?
On the other hand, you are limited.
- Adding the equivalent of $5 USD or more to your Steam Wallet
- Purchasing game(s) that are equal to $5 USD or more from the Steam store
- Adding a Steam Wallet card to your Steam account
- Purchasing a Steam gift that is equal to $5 USD or more from the Steam store (Receiving a Steam gift from a friend doesn't count)

Yesterday one user reported it taking a half an hour to update him to a non-limited user.
I'd imagine the new system that is checking prices and amount spent on your account, it may be doing periodic checks rather than constant monitoring.
